Заключение

Проблема глобализации обещает быть заглавной в мировой эволюции в целом и в развитии отдельных стран в отдельности еще многие годы и десятилетия. Есть все основания полагать, что традиционный русский вопрос «Что делать?» примет характер выработки отношения к глобализации как к той дороге, идя по которой чемионы современного развития добились максимальных результатов, а казавшиеся исторически обречнным страны обрели надежду.

При этом глобализация - чрезвычайно сложное явление современной

жизни.

С одной стороны, она может открыть новые горизонты и высвободить огромные творческие силы. Ее певцы почти не знают сомнений:

“Глобализация может сделать огромных китов еще больше, а малых мира сего - значительно сильнее.

Она обгоняет всех и она подгоняет отстающих. Она сближает различные культуры и в то же время позволяет людям защищать свою индивидуальность. Она позволяет увидеть неведомые доселе миры и одновременно вторгается в жизнь каждого из нас как ничто прежде”519. Ни одна из стран, не желающих отстать в развитии, еще не сделала борьбу с глобализацией своей официальной доктриной. Да и можно ли повернуть колесо истории в свете того, что с обновлением, с модернизацией люди связывают свои лучшие надежды, а отрицать полезность новейших технологий сложно даже талантливым обскурантам.

С другой стороны, цена приобщения к глобализационным процессам может оказаться нестерпимой. Процесс рекультуризации, часто сопровождающий глобализацию, бывает жестоким, антигуманным, оскорбляющим моральные основы. «Вне всяких сомнений, глобализация ускоряет накопление богатств и введение невиданных миром технологически инноваций. Но быстрые перемены бросают вызов традиционной практике, социальным структурам, культуре, нравам, окружающей среде - что стимулирует противостояние... Рынки порождают как капитал, так и хаос; чем более масштабными становятся рынки в результате глобализации, тем распространеннее и глубже производимые ими разрушения»520.

Классик современной дипломатии и политологии Г. Киссинджер однажды сказал, что политические лидеры просто не могут выжить “будучи постоянными адвокатами неизменно болезненных для населения программ, навязанных из-за границы”.

Как и всякая подлинная революция, глобализация влечет передел собственности, переход власти от одной общественной группы к другой. Чаще всего это переход власти и собственности от государства к довольно узкому слою частных собственников. Те, кто прежде были защищены государством - от учителя до рабочего государственного завода - оказались беззащитным перед всемогуществом лидеров приватизации, перед союзом новоявленных олигархов. В западном мире жертвами глобализации стала часть рабочих, рабочие места которых потеряли таможенную защиту государства. Противниками глобализации там оказались даже крупные профсоюзы. Лидеры развивающихся стран в той или иной степени подобны египетскому президенту Мубараку, который “понимает” неизбежность и выгоды глобализации, но не может не думать о трудоустройстве рабочей силы, увеличивающейся на 400 тысяч человек ежегодно. А ведь с точки зрения ортодоксальной глобализации эти полмиллиона потенциальных производителей - просто баласт в объективном процессе.

Такое развитие глобализационного процесса не может не породить кризисы разной степени турбулентности. Скажем, экономико-политический крах Индонезии или Албании не может не быть в той или иной степени ощутимым не только на локальном уровне, но и на мировой арене в целом. Но подобного масштаба кризисы все же еще не могут пошатнуть мировую систему в целом. ^Глобализация реально затормозится в планетарном масштабе, если ее жертвой станет реально значимая для всего мирового развития страна. Речь на сегодняшний момент может идти о трех из таких критически важных странах - России, Китае и Японии. Остальные крупные страны так или иначе миновали опасный рубеж - или не подошли к нему, но эти три страны стоят на опасном глобализационом перепутье.

Все три сейчас находятся в зоне очевидной социальной и экономической турбулентности.

Во всех трех странах у власти находятся лидеры, словесно поощряющие глобализацию. Но этот лимит благожелательности может истощиться в свете нескольких объективных процессов. Россия нуждается в практически полной трансплантации частнособственнических и сопровождающих судебно-юридических систем, составляющих основу глобализации как возвращения в мировой капиталистический рынок. Китай, с его чрезвычайным различием уровней модернизации отдельных провинций, нуждается в серьезнейшей социальной операции по выравниванию ровней экономического развития в асштабах всго огромного государства. Япония, десять лет остановившая свой казавшийся еукротимым бег, нуждается в радикальном лечении - в модернизации потерявших эффективность атриархальных основ. Опасность глобализации как общемировому процессу представляют военна-административная слабость России и Китая с одной стороны, и экономическая слабость Японии - с другой. Серьезные осложнения в развитии одной из этих стран могут породить тектонический сдвиг глобального масштаба.

Вот почему опасно расширение НАТО: оно провоцирует кризис страны, объективно способной угрожать самим основам мирового общежития. Черный рынок ядерного оружия - еще не самая большая в этом смысле угроза. Без сотрудничества с Россией невозможно решить множество животрепещущих проблем, а действуя против России трудно представить себе, как Запад собирается сохранять стабильность Евразии. В этой связи вызывает интерес сопоставление нынешней глобализации с системой, сложившейся после Первой мировой войны - с версальской системой. Вопрос стоит так же, как и тогда: как интегрировать потерпевшие поражение но потенциально мощные страны в

приемлемую для всех новую систему?

В свете наличия чемпионов глобализации (ощутивших все преимущества мировой открытости) и очевидных жертв глобализационных процессов, удивительным является отсутствие подлинной антиглобализационной идеологии. Столетие назад, на первой волне глобализации обрели общемировое значение социал-демократия, национализм, фашизм.

Сейчас же - в начале двадцать первого века слышны лишь слабоартикулированные стенания энвиронменталистов, ослабевших профсоюзов, культурно маргинализированных групп, отодвинутых экономикой и историей геополитических «пасынков» глобализации. Но слышны и первые порывы. Выступая на сессии глав Британского Содружества наций в Эдинбурге в 1998 году, премьер-министр Малайзии Махатхир воскликнул: “Этот мир несправедлив. Многие среди нас сражались и проливали кровь в борьбе за независимость. И вот теперь, когда стены пали, когда мир стал единым целым, наша независимость стала терять свой смысл”.

Пока это лишь глухие стенания. Современные идеологи глобализации пока не боятся соперничества с антитезой идеологии неолиберального глобализма. Есть большие сомнения в том, что мы в близком будущем увидим новую, связную, универсальную идеологическую реакцию на глобализацию, поскольку до сих пор не существует идеологии или программы, которая могла бы нейтрализовать всю разрушительность капитализма и при этом реализовать подъем жизненных стандартов. Другая причина, по которой подъем альтернативной идеологии маловероятен - это то, что в движении протеста участвуют с большим трудом совмещаемые силы - пестрая коалиция протекционистски настроенных профсоюзов, защитников окружающей среды, борцов против классовой эксплуатации, противников вмешательства в генетику. Эти группы объединены лишь общим чувством, что мир, в котором доминируют глобальные корпорации и их интересы - глубинно несправедливый мир, враждебный подлинным интересам человечества. Но когда речь заходит о том, в чем же заключаются подлинные интересы человечества и как эти интересы защитить, эти группы так же разнятся между собой, как и те слои населения, которые они представляют.

Но протест значительной части мирового сообщества против глобализации реален. Этот протест может выражаться в самых разных формах. Россия, скажем, готова продавать больше оружия. В Индонезии в любой момент могут возобновиться антикитайские погромы, в Мексике и Бразилии (три с половиной миллиона бездомных) усилится крестьянский бунт - подлинное партизанское движение.

Этот протест проистекает не только из-за пустых кошельков, этот протест затрагивает угрозу потери подлинных духовных ценностей. Игнорировать этот протест могут лишь те, кто безразличен к своему будущему. Строго говоря, в каждой из крупных стран уже обозначила свои позиции хотя бы одна политическая партия, выступающая против глобализации. Пока эти политические силы ограничиваются, в основном, требованиями протекционистского характера. Пока эти партии призывают, в основном, сравнить блеклое настоящее с более ярким прошлым. Но эти партии способны выработать собственную политическую философию антиглобалистской направленности.

Наша страна (как и многие другие) ищет путь в будущее на основе глобализации своих ресурсов, вовсе не руководствуясь чувством внезапно открывшихся необъятных возможностей, а скорее будучи охваченной чувством почти отчаяния и жестокой необходимости. Это в странах традиционного индивидуалистического кода глобализация воспринимается явлением, направленным на увеличение возможностей отдельного индивидуума, а потому и сугубо положительным явлением. В традиционных же обществах коллектив и группа не менее (если не более) важны, а это значит, что резкое увеличение возможностей отдельного индивидуума вольно или невольно подрывает единство общества. Глобализация превращается в способ изменения отношения индивидуума к своему обществу. Этот процесс происходит болезненно.

Если на Западе некая государственная компания приватизируется, то это вызывает чувство, что образовалась группа более эффективных, чем государственные чиновники, менеджеров. Если предприятие приватизируется в России, то на общественной поверхности (молча или громогласно) царит библейский клич: «Не укради». Глобализация в России воспринимается многими не как овладение новыми многообещающими возможностями, а как печально необходимая адаптация к возникшей из-за государственных пределов угрозе. Даже крайние апологеты глобализации признают в отношении России, что, «несмотря на все обещаемую глобализацией возможность повышения жизненных стандартов, продать эту идею миллионам будет тяжелейшей

задачей» .

Разумеется, играет роль и обычная человеческая косность в отношении революционных прорывов науки.

Мощные новые технологии провоцируют отчаянное сопротивление. (Напомним, что, создание двигателей внутреннего сгорания вызвало небывалое сопротивление уязвленных поклонников лошадиной тяги. Мирное использование атомной энергии вызвало к жизни не менее упорное сопротивление). Клонирование и создание систем управления генными процессами порождает небывалый протест. Потребители и сторонники охраны окружающей среды в Европе напрочь отвергли подвергшиеся генетическому воздействию виды растений, исходящие, в основном из США, как опасные для человеческого здоровья и благополучия окружающей среды.

Если признать глобальную солидарность реликтом прошедшей эпохи, то глобализации нет альтернативы. Если эффективность является главным показателем прогресса, то у глобализации принципиально не может быть соперничающих структур и систем. Сильный и знающий, умелый и настойчивый знанием и трудом оправдывает свое превосходство. Но безоговорочное упование на силу порождает в России физическую нищету большинства и духовный ступор всех, что ведет к очевидному кризису гуманизма. Изложенный более софистичным чем прежде образом закон джунглей не может быть каноном межчеловеческих отношений - вот главное препятствие глобализации как дарованию глобального поля деятельности самому эффективному в своей сфере.

Проблемой глобализации является не нахождение оптимального менеджмента, ее наиболее острой проблемой является отсутствие патетического начала. Не только воспевание, но одна лишь терпимость к порождающей невероятные мировые конвульсии глобализации является фактической изменой гуманизму. С системой глобальной оптимизации можно в той или иной степени смириться, но ее, несущую муки рекультуризации трудно возвести в моральный эталон,не переступая черты, за которой следует кризис гуманизма. Отсюда вывод: порожденная в конце XX века система должна встретить гуманное решение, иначе смятение оттесненных глобализацией политических и общественных сил сменится упорным противостоянием. Демонтрации в Сиэтле и Ницце с лозунгами, прямо и непосредственно обращенными к глобализации - это только начало. Природа человека восстает против теории и практики, согласно которым все, кроме чемпионов производительности обречены на выход за круг активной жизни.

Человек и человечество не любят «золотой корсет» не только в свете физического самоограничения, боязни отсутствия необходимых знаний, навыков и ресурсов. Большая часть человечества почти интуитивно отшатываются от глобальных сил, разрушающих культуру, традиции, духовный уклад. Получает распространение мнение, что ослепление идеологов глобализации пройдет так же, как оно увяло после глобализации 1880 - 1914 годов, когда общественным ответом процветанию немногих стал анархизм, социал-демократия и фашизм. Не требуется сверхъестественный дар провидения, чтобы согласиться с одним из самых талантливых апологетов глобализации: “Что-то внутренне неправильно в мире, внутренне связанном технологией, рынком и телекоммуникациями, и в то же время испытывающим растущее отчуждение в социальном и экономическом смысле... Так в России 20 процентов населения сейчас владеет в 11 раз большей долей национального дохода, чем беднейшие 20 процентов”523.

Если вожди глобализации и ее апологеты не найдут средства обращения ее плодов не только к немногим счастливчикам, то результатом будет жесткое возрождение основных незападных религий, союзы жертв мировой эффективности, альянс оттесненных историей сил с оружием массового поражения. Ядерное оружие в руках Индии и Пакистана - самое грозное предупреждение самодовольным. Вместо ожидаемой либеральнокапиталистической гомогенности глобализированный мир может обратиться в ХХ1 веке к тем основам, которые Запад не переставая крушил со времен Магеллана. Вера в то, что демократически избранные правительства, получившие частичный допуск к глобализированному рынку обнаружат непреодолимую тягу к сотрудничеству с Западом, пришла в столкновение с реальностью - лучший пример чему Алжир, равно как Турция и Пакистан.

В предстоящие десятилетия первый фантастический результат глобализации - подъем Восточной Азии приведет к гигантскому смещению на геополитической карте мира. “На протяжении нескольких столетий миром правили белые европейцы и американцы, представители иудео-христианской традиции. Они вскоре должны будут признать в качестве равных себе желтых и коричневых азиатов, приверженцев буддизма, конфуцианства, индуизма и

ислама . Временный ли это поворот самосохраняющихся цивилизаций, или найдется планетарная гуманистическая идеология, объемлющая этноцивилизационные различия? Является ли глобализация парадигмой будущего, или иные исторические модели выйдут на историческую поверхность - ответ на этот вопрос дадут уже ближайшие годы.
